Similar to the deregulation of telephone service in 1983, the deregulation of electricity gives consumers the ability to shop for their electric supply service and choose the provider whose products, rates, and services that are most suitable to their needs.

The Switching Process
Switching is simple
Once you've decided to switch, simply contact us. The switching process is simple. Just contact us and tell us that you'd like to switch or sign up for new service (a.k.a move-in) or new construction. After you've signed up, we'll send you a Terms of Service agreement, which is your new service contract. Review it carefully because after you receive it you'll only have three business days to cancel without penalty, if your Terms of Service provides for a penalty. You will also receive a postcard in the mail telling you that the switch request has been received and processed and will tell you how to cancel the switch.
When will my switch occur?
Your new electric service plan won't take effect until your next scheduled meter read, which could take up to two billing cycles. You can ask for your meter to be read earlier,which will allow your new provider to start serving you sooner, but your provider will most likely charge you an early meter reading fee. Check with your provider to see how much this fee will be.
Uninterrupted service
Rest easy, switching providers will not interrupt your electricity service. All that changes is the company that sells you power, not the company that maintains the poles and wires that deliver electricity to your home or business. The reliability of your service will not be affected by your choice of provider, and if a power outage occurs for any reason, your service will still be restored just as before regardless of which company you're with.
Affiliated Retail Electric Provider The Affiliate Retail Electric Provider was part of the original electric company (i.e., Reliant Energy) that generated and sold electricity in your area. Now, the Affiliate Retail Electric Provider only sells electricity and provides customer service. It does not operate or maintain distribution and transmission wires.
Broker Any entity that serves as an agent or intermediary in the purchase and sale of electricity to retail customers.
Bundled or Fully Bundled Rates All generation, trasmissiona and distribution services provided by one entity for a single charge. This would include all ancillary and retail services.
Customer Charges Flat fee applied each month regardless of the amount of kilowatt (kWh) used. Fee covers meter reading, equipment, and customer service.
Recurring Charges .
Delivery Charge Allows for the recovery of the monopoly wires companys corporate capital investments plus a regulated rate of return guaranteed by the appropriate regulation authority (usually around 10%); it also recovers costs related to the maintenance and operation of the transmission and distribution system, and covers power restoration and service operations. The kWh charge is based on the amount of kilowatt hours (kWh) of electricity a customer has used during a billing period. The kilowatt (kW) charge (also known as "demand" charge) is based on the greatest instantaneous amount of electricity consumed by a customer in any half-hour period during the billing cycle.
Deregulation Removal or relaxation of regulations or controls governing a business or service operation like utilities.
Electric Reliability Council of Texas (ERCOT) The corporation that administers and maintains the reliability of the state's electrical power grid. When you choose a new Retail Electric Provider, this group will send you a postcard confirming your switch from one Retail Electric Provider to another.
Electricity Facts Label An information sheet required by the PUC that provides customers with standardized information on a Retail Electric Providers prices, contracts, sources of power generation and emissions. It allows customers to make an "apples-to-apples" comparison of Retail Electric Provider offers.
Energy Charge That portion of the charge for electric service based upon the electric energy that was consumed or billed. The energy charge is usually measured in kilowatt-hours (kWh).
Electric Service Identifier (ESI ID) The basic identifier assigned to each Service Delivery Point used in the registration and settlement systems managed by ERCOT or another Independent Organization.
Generation Service Cost Costs (including fuel costs) associated with producing electricity at the generation plant.
Kilowatt-Hour (kWh) A unit of energy equivalent to one kilowatt (kW) of power expended for one hour of time. The amount of electricity you use each billing period is expressed in terms of a kilowatt-hour, and is noted on your bill.
Late Payment Penalty A one-time penalty of not more than 5% may be charged on a delinquent bill. Outstanding delinquent balances cannot be re-penalized. Penalty does not apply to residential or small commercial customers of the Provider of Last Resort (POLR).
Local Wires Company The company that transmits and delivers electricity to a customer's home or business along the poles and wires (formerly a local electric utility--i.e., Centerpoint, Oncor, AEP, TNMP, etc.). This company is still responsible for maintenance and repair of these poles and wires. The local wires company does not offer preferential treatment to any customer over another when performing switches or restoring power after an outage.
Provider of Last Resort The Provider of Last Resort serves as the "back-up" provider when a Retail Electric Provider leaves the market for any reason. If this happens, customers may switch back to the Affiliate Retail Electric Provider or choose another competitive Retail Electric Provider offering electric service in their area.
Renewable Energy Electricity that is made from "environmentally friendly" fuel resources, such as wind, water, biomass or solar. Sometimes referred to as "green" energy. Information on a Retail Electric Provider's generation sources can be found on its Electricity Facts Label.
Retail Electric Provider A company that sells electricity to customers. All Retail Electric Providers must be certified to do business by the Public Utility Commission of Texas.
Terms of Service A contract between a Retail Electric Provider and a customer that outlines fees, length of service and other important information.
Transmission and Distribution The actual delivery of electricity over poles and wires to your home or business. These services are provided to you by your local wires company (i.e., Centerpoint, Oncor, AEP, TNMP, etc.), which is responsible for maintaining the poles and wires, and responding to emergencies and power outages as always. The PUC still regulates transmission and distribution to ensure the safety and reliability of your electric service.
Usage This is the amount of electricity you used during the billing period listed in kilowatt-hours (kWh). This will be listed on your electric bill as kWh used.
Your Rights As a Customer Disclosure A document that informs you of your rights as mandated by the PUC. Retail Electric Providers must provide you with this disclosure.

Our rights and obligations with regard to that information, therefore, are solely defined by our contract with that individual or business and are solely to that individual or business, and we do not, through these policies or otherwise, make any promise or undertake any obligation directly to any user of any individual's or business' information with regard to any use or disclosure of that information. What To Do if Your REP Goes Out of Business?
If your Retail Electric Provider (REP) is no longer operating in Texas, Texas law requires another REP to step in and keep the lights on for a period of time so that you can either enter into a contract with that REP or choose another REP. This service is called the Provider of Last Resort (POLR). POLR service is designed as a safety net ensuring continuous electric service if a provider leaves the market. POLR service can be relatively high-priced due to planning costs and uncertainty in the number of customers and the amount of electricity the REP will be using at any given time.
What Customers Can Expect:
• A new provider is now responsible for providing service to you.
• You will receive a post-card from the PUC with important information.
• You may receive phone calls or emails regarding this change in service.
• You will receive an important notice in the mail from your new provider, the POLR. POLRs des- ignated by the PUCT.
• Any customer who receives notice that they are on a POLR rate should read the notice immediately and carefully, then contact that REP to make pay ment for the service that the REP has provided since their REP exited the market.
The rate offered by the POLR can be much higher than standard retail offers and can be tied to wholesale energy costs. POLRs may offer customers alternative rate packages, so customers should ask their POLR about such offers.
• If you are a low-income customer, you are eligible for deposit assistance, provided that the funds are available from the departing REP. You will need to inform your new REP that you are currently enrolled in the state low-income pro- gram to receive the assistance.
• You may switch to a different REP free of charge, if you do not want to stay with the POLR that is assigned to provide service to you, for up to 60 days.
• The PUC requires that REPs that leave the mar- ket return any unused portion of a deposit to a switched customer within seven calendar days after a meter read. A POLR can also require a deposit from a customer.

No. There is no switching fee unless you request a special meter reading at a time other than your regularly scheduled meter reading. There may also be penalties if you break an existing contract with your current Retail Electric Provider. Review your Terms of Service agreement for details.
What is the difference between a switch and a move-in?
The term switch is used when a customer has power at their service address in their name and wants to switch their current Retail Electric Supplier (RES). The electric term move-in applies when a customer needs power turned on at their residence for the first time. Although there may be power at the place of residence, if it is in the name of the property owner or previous resident, requesting service in your name for the first time is considered a move-in.
If I sign up with a new Retail Electric Provider, when will the switch to that company happen?
Customers can choose a Retail Electric Provider at any time; however, you will not begin to receive power from your new Retail Electric Provider until after your next regularly scheduled meter reading. Before you are switched, you will receive written confirmation in the mail. You will receive your first electric bill from your new Retail Electric Provider on the following billing cycle.
Do I have a right to cancel?
Yes. You may cancel within three days from when you receive your Terms of Service agreement by contacting the Retail Electric Provider. If you are hand-delivered a terms of service agreement or you sign up for service using the Internet, there is a three-day cancellation period. The confirmation that will be mailed to you will also provide a way to cancel your switch.
What happens if my Retail Electric Provider stops serving customers?
You will not be without electricity. In most cases, your Retail Electric Provider will give you 30 days' advance notice to give you time to select a new provider. If your provider goes out of business suddenly, your electric service will be switched automatically to the "Provider of Last Resort" (POLR). POLR service is meant to be a temporary fix until you switch to another electric provider, and POLR service typically has very high rates compared to standard market offers. Use this Web site to shop for a new provider and ask the POLR to do an early meter read - this will cost a few dollars up front but will allow you to get switched to a lower-rate provider more quickly than waiting for your next regularly-scheduled meter read. If you do not switch to a new provider, you will remain with the POLR and have to pay its higher rates, so it's important to shop and switch providers as soon as possible.

If I do not choose an electric provider, who will supply my electricity?
If you decided not to choose a new Retail Electric Provider, your service is being provided by the Affiliate Retail Electric Provider. The Affiliate Retail Electric Provider is the electric provider that was part of the original electric company that generated and sold electricity in your area, that now only sells electricity and provides customer service.
Billing
Will my bill look different with Electric Choice?
Yes. Your Retail Electric Provider is responsible for customer service functions such as billing. The Public Utility Commission of Texas (PUC) has established rules requiring Retail Electric Providers to provide you with a bill that is easy to read. For example, your bill will be issued monthly, you will receive a paper bill via U.S. Mail, and you have the choice of receiving your bill electronically, if both you and your Retail Electric Provider agree. It is up to Retail Electric Providers to design their bills; however, there are many bill components they are required to include.
Will my bill be itemized?
It is up to Retail Electric Providers to design their bills. How they decide to itemize charges is up to them.

How are billing disputes resolved?
Billing disputes should be directed to your Retail Electric Provider.
What portion of my electric bill am I shopping for?
The portion you are shopping for is the total price per kilowatt-hour (kWh), which will help you compare offers from Retail Electric Providers. Each Retail Electric Provider must provide an "Electricity Fact Label," which is designed to show the cost of electricity at various levels of consumption, taking into account all of the costs of producing and delivering electricity. It will probably be easier for you to compare offers from different Retail Electric Providers by looking at the total charges in the Electricity Facts Label. Contact each provider you are interested in and request a copy of their Electricity Facts Label to compare offers and determine which is best for your family.
HOW TO READ YOUR ELECTRIC & GAS METERS
Standard electric and gas meters
•Stand directly in front of your meter. Looking at dials from an angle can distort the reading.
•Read your meter dials from left to right.
•If the dial hand is between numbers, use the smaller of the two numbers.
•If the dial hand is positioned exactly on number, look at the dial to the right to determine correct reading. Has the dial to the right passed zero?
•If no, use the smaller number on the dial you're reading.
•If yes, use the number the hand is pointing to on the dial you're reading.
Note: You may have either a four- or five-dial meter. The correct readings for the example meters A and B above are: A - 9183, B - 98940.
Time-of-Use electric meter
•Stand directly in front of the meter and look at the display.
•Once you have found the display, watch it go through its cycle. Each display will start with a number: 01, 02, 03 or 04.
•The number in display 03 is Total kilowatt-hours (kWh). Write down the number displayed and label it as Total kWh.
•The number in display 04 is On-Peak kWh. Write down the number displayed and label it as On-Peak kWh.
•The number in display 08 (Level 3 only) is Mid-Peak kWh. Write down the number dsplayed and label it as Mid-Peak kWh.
•The meter does not record Off-Peak kWh. But you can calculate your off-peak usage by subtracting the on-peak usage from the total usage:
Total kWh On-Peak kWh (-Mid-Peak for Level 3)= Off-Peak kWh
